Thực hiện Nghị quyết của Quốc hội và chỉ đạo của Bộ trưởng Bộ Công an về việc bố trí điều tra viên cao cấp, trung cấp tại các đơn vị công an cấp xã, Đảng ủy Công an tỉnh Ninh Bình đã ban hành nghị quyết, Giám đốc Công an tỉnh có kế hoạch triển khai chỉ đạo nêu trên.
Trong đó, Giám đốc Công an tỉnh Ninh Bình đặc biệt quan tâm chỉ đạo tăng cường công tác lãnh đạo, chỉ đạo, nâng cao toàn diện các mặt công tác tổ chức cán bộ, chú trọng nhiệm vụ nâng cao năng lực đấu tranh phòng, chống tội phạm của công an cấp xã, tạo nguồn bổ nhiệm, nâng cao năng lực của điều tra viên bố trí ở các cấp công an.
Xác định đây là nhiệm vụ quan trọng, đột phá nhằm tăng cường khả năng tiếp nhận, giải quyết nguồn tin về tội phạm, cũng như xử lý ban đầu các vụ việc xảy ra tại cơ sở. Từ khi hoạt động theo tổ chức bộ máy mới, công an cấp xã ở Ninh Bình đã tiếp nhận trên 800 nguồn tin về tội phạm, điều tra viên ở công an cấp xã đã thụ lý điều tra trên 450 vụ với gần 700 bị can theo đúng quy trình, quy định của pháp luật.

As a result, by January 30, 54 commune and ward police units in Ninh Binh province simultaneously organized a ceremony to announce the decision of the Director of the Provincial Police on personnel work.
Accordingly, the Director of Ninh Binh Provincial Police decided to transfer 58 leaders and commanders of team-level police and commune-level police to ensure that 100% of commune-level police units have heads or deputy heads of commune-level police in charge of crime prevention and control who are intermediate and senior investigators.
At the same time, the Director of Ninh Binh Provincial Police also decided to appoint and promote the title of intermediate investigator for 33 officials who meet the standard conditions. To date, Ninh Binh Provincial Police has 141 commune-level police chiefs and deputy chiefs who are intermediate investigators at 129/129 units.
