In recent years, the digital environment has become an important space for social life, creative activities, communication and digital economic development. The strong development of technology and digital platforms is opening up many opportunities for connection, creativity and spreading positive values.
However, along with that, many challenges also appear such as fake news, false information, harmful content, offensive behavior, intellectual property rights violations and negative impacts on the community, especially for young people.
In that context, on March 5, 2026, the Ministry of Culture, Sports and Tourism issued a Code of Cultural Conduct in the Digital Environment attached to Decision No. 423/QD-BVHTTDL to orient the behavior of organizations and individuals according to cultural, ethical and legal values; contributing to building a healthy online environment, respecting Vietnamese cultural identity and spreading positive, creative content with national identity.
Sharing at the conference, Mr. Le Quang Tu Do - Director of the Authority of Broadcasting and Electronic Information - emphasized that, in addition to general principles of conduct, the Code of Cultural Conduct in the Digital Environment designs standards of conduct for each specific group of subjects, focusing on four basic principles of foundational behavior in the digital environment including: Law compliance, civilized behavior, respect for differences, responsibility for shared content.

These are considered core principles to build a positive behavior culture in cyberspace, not only for individuals using social networks but also for the content creator community, influencers, businesses and digital platforms.
The highlight of the Conference is the announcement of the initiative "Joining hands to build a cultural environment online". This is considered a step to transform principles into specific and practical actions with the participation and companionship of management agencies, businesses, digital platforms, media units, influential people and the content creation community.
Right in the early stages of implementation, the initiative has received positive responses from many units in the digital content ecosystem. Only about two weeks after launching, more than 30 organizations, businesses and units have registered to participate in accompanying the Ministry of Culture, Sports and Tourism in spreading positive values and building a civilized and safe network environment.
Also at the conference, the Authority of Broadcasting and Electronic Information officially launched the Electronic Information Portal and database on digital content creators and online advertising in Vietnam. The information portal is built to connect, update data, support transparency of the operation of the KOL/KOC ecosystem, digital advertising and content creation in Vietnam; at the same time, contributing to supporting management agencies, businesses and the community in building a professional, safe and sustainable digital media environment.
